Yes, this is possible. Just edit the image caption. They are shown automatically on your Joomla! Site. Please note that there is a 24h cache for remote images so remote changes will not apply immediately. You can clear the cache to speed this up.

There is a title and a summary field in the Picasa Web XML. Only summary is used. Do you have the option to manage both fields in G+? If so please try to fill both.
