Within the email templates one can add in "content" which should be within "payment". This seems to be automatic for Paypal payments where it comes up with the button and link, but whereas for other payment methods I can change the "confirmation message" I don't seem to have this option for Paypal (at least the basic variety). How can one modify the default paypal confirmation message?

You can use the Joomla! Language manager. Please have a look at this file:
plugins\eventgallery_pay\paypalbasic\language\en-GB\en-GB.plg_eventgallery_pay_paypalbasic.ini
It contains the available keys.
