Actually, only events can have a category or tags, applied to all pictures.
I would like to add category (or categories) and/or tags to each image, not to the event.

I try to explain: for example I'm playing with RC cars, 4x4, trucks and trailers. My photos are not from a unique event, but I put them all in a "Radiocommand" event because I though I could add a category "car" to my Alpine or Mini, "4x4" to my SCX10 Hummer, "truck" to my Scania R620 or Man 6x6. But it's not possible.
I would like not to create an event "trucks" and another "trailers", and so on, and create a "RC" category, because on some pictures, the trucks or cars are shown with a trailer (and carry a car or a tank or an excavator...) so I need to duplicate the picture in each event. I did it (http://www.photos-gastaud.fr/albums.html) and list RC "events" in a module, but it's not comfortable, imho.

Anoter example: a meeting, on some photos we see Paul, John, Laura and other people: how to filter the photos where Paul or Laura is?
Is it a solution?

I'm sorry but there is no solution for you. Files do not support tags or categories or is there a filter for such thing. Maybe I'll add something like this in the future but for now you're out of luck.
