I am running Event Gallery 3.2.1 (not extended version) on Joomla 3.3.3.

There is probably an obvious answer for this question, but I have "Download" enabled (Enabled the download button for the original image). I was assuming this meant that the user would have a button on each image that would allow them to download it. Is that not right?

What I want to accomplish is to have the gallery allow the user to download any of the images at no cost. If the Download option is not right, how would I accomplish this?

You're right. The download button appears as part of the social media button flyout. Make sure those buttons are enabled and the download button is enabled for the event and in the components options. You'll see a sharing icon in the top left corner of each image.
