Is there and English only file or which file do I edit to edit the info sent on the confirmation email as well as the conformation page after the order is placed. I need to customize these two items.

You can use language overrides
using the Joomla Language manager. The disclaimer is editable in the
components options too. If it's empty the value of the language key is
used.

I was able to setup overrides for the site but in order to use the resend link on the backend I understand that I need to make the changes on the administrator side. I cannot find the constant or the value when the filter location is set to administrator. Is there something that I’m missing in the process.

You can't search for the key in the admin section. You need to copy it over from the front end. If you don't need the resend option for now skip this part. I'll refactor the emails so one can edit completely them in the back end. This will make those overrides unnecessary.
