Is there any active payment method? Some users deleted the default payment method which might cause this issue.

OK, found the issue that it needed digital items turning on, however now it says invalid shipping method. I can't see how to have a shipping method for downloads?

That is easy. You need Event Gallery Extended in order to support downloads.
